Bawinanga Aboriginal Corporation (BAC) is a progressive Aboriginal corporation based in Maningrida that employs over 200 people. We represent and assist over 4000 Aboriginal people in the 32 homelands surrounding Maningrida in West Arnhem Land. Our work is carried out in the context of people’s traditional lands, cultural practices, and languages. Our services include new building and maintenance, road maintenance, arts, community development programs, collection of wild foods, and many more.
Job Description
PRIMARY RESPONSIBILITIES:
This position is responsible for leading the work of a large CDP Employment Services Activities Team while ensuring the effective and efficient service delivery of CDP Activities, workplace health and safety, and maintenance of program standards. The position is responsible for community engagement by developing a strategy and implementing the actions to facilitate communication and collaboration between key stakeholders and program participants.
The position reports directly to the CDP Manager.

Primary areas of responsibilities include:
CDP Activities:
Coordinate, manage and support a team of Coordinators, Mentors to provide a range of meaningful Maningrida CDP Community Projects and Work Force Development Programs which will develop the skills and capability of local indigenous people to be job ready and to meet their DHS Mutual Obligations.
Ensure the smooth running of the CDP Community Projects and Work Force Development Programs to engage greater participation by activity participants and ensure that the three key areas of activities are maintained:
Remove barriers to employment
Provide support to access the job opportunities
Increase the number of jobs filled by local job seekers in remote communities
Grow local industry, enterprises or self-employment; or
Re-engage job seekers with CDP
Work effectively with the CDP manager and Employment Services Manager to achieve satisfactory ratings in the NIAA 6 monthly Performance Review Meeting the KPI’s outlined in the CDP funding agreement.
Community Engagement:
Develop and implement a community engagement plan to promote CDP Community Projects and Work Force Development Programs to the West Arnhem region.
Promote good news stories through Social Media, community noticeboards, CDP networks, and to the funding body.
Engage with key community stakeholders to identify and agree on joint opportunities and activities, develop solutions to barriers and negotiate sustainable work opportunities with employers in the local region.
Program Management:
Strive to ensure the achievement of program attendance benchmarks and KPI performance expectations are met.
Perform duties and responsibilities in a manner that reflects and responds to continuous improvement principles.
Attend to weekly attendance sheets for CDP Community Projects and Work Force Development Programs ensure that are correctly completed and submitted in a timely manner.
Complete reporting requirements when due and ensure they are lodged correctly.
Regularly monitor expenditure for the program against budget, closely monitor expenditure by activity coordinators to keep within budget and program expenditure guidelines.
Supervise the use of all CDP assets, equipment and resources, ensure they are maintained in good working order and are available when required for activity work.
Complete risk management and ensure they are implemented by Coordinators and Mentors.
Ensure all activities are compliant with requirements of the EHS legislations and regulations.
Report and attend to incident, staff grievances, participant complaints.
SELECTION CRITERIA:
Prior experience working in a remote indigenous community
Demonstrated ability to manage program work.
Prior experience working in CDP services and knowledge of the work for the dole program reporting requirements.
A Tertiary qualification or a trade qualification preferred.
Demonstrated skills and ability to develop work plans, manage competing deadlines, develop positive working relationships and remain compliant within government operational guidelines, attend to continuous quality improvement of systems/policies/procedures.
Knowledge and experience with computers and software – Microsoft Word, Emails, spreadsheets, assets register, database, ESCN system, MyGov ID.
Current NT driver’s licence (learners is not acceptable)
Current NT Ochre Card Working with Children (or eligible to apply)
White Card – Construction
National Police Check – with no red flags
Eligible to register with MYGOV ID and ESCN
Bawinanga is offering an attractive remuneration package to the right person.
Base salary: $107,691.75 per annum
12% Superannuation
6 weeks Annual Leave pro-rata
17.5% Annual Leave Loading
